Following the horrific events of the September 11, 2001 terrorist attacks on the World Trade Center and the Pentagon, Congress appoints the famous mediator and lawyer Kenneth Feinberg to lead the 9/11 Victims Compensation Fund. Appointed to allocate financial resources to the victims of the tragedy, Feinberg and the leader of his operations company, Camille Biros, are faced with an impossible mission to determine how much a life is worth to help families who have suffered incalculable losses. When Feinberg confronts Charles Wolf, an important man in his community who has lost his wife, his initial cynicism begins to turn into compassion and he comes to understand the true human cost of the tragedy.
